In which context? You will have to tell us something more, because such Czech word doesn't exist. It sounds (to me) similarly to the word "bublanina" which is a kind of pie.
" IMHO, it is spelled "bublino" and it means a bubble. In the context, it is apparently used as a jocose salutation referring to the chubbiness of the addressee.
