When printing a Czech word entirely in upper-case letters, is it obligatory (rather than optional) to include the accents (hacek etc) ?

    Yes, it is.

The letters with accents are on the same level as the others, the accent is their integral part so you cannot just leave it.

I'm getting quite used to the Cze layout aleady (on a keyboard physically laid out for Estonian, it's not that easy :D), but I haven't figured out how to make the accented letter upper case... Any advice?

For a letter with "carka" (Á, É,...), press the accent key, then Shift+letter key.
    For háček, Shift+accent, Shift+letter.

    Fungová. Děkuju ještě jednou.
    Works fine. Thanks again.
(Grammar corrections here and elsewhere are appreciated:))

    "Funguje" is correct.

Yes, I had mistaken one verb class for another. Thanks.
