Kolik is neuter singular, it can be translated as 'what quantum' (Latin quantum is neuter singular, too). 'Amerických studentů' (= of American students) is an attribute. The confusing bit is that kolik behaves as if it were a noun - and a neuter singular one at that, as Zeisig says. Therefore, the verb has to agree in gender and number with kolik, and not with the students.
