It is a cell phone number, so you cannot connect it with any area, just your friend.

Just for information, maybe it will be useful for someone:

All czech phone numbers have 9 digits, both landlines and mobile phones.

To call czech number from abroad, you have to dial +420 and nine digits of czech number.

    Mobile phones have first number 6 or 7 (6## ### ### or 7## ### ###),
    landlines 2, 3, 4 or 5

8 is used for special services (800 ### ### - free, 840 ### ### - always local call, both only from cz, from abroad charged normally)...

9 is used for some paid services and special fares aplly.

    One note:

Special three digit numbers with 1 as first number - emergency lines.

And special four-digit numbers - 1180 (information on phone numbers in ČR), 1181 (information on phone numbers abroad), 1188 (O2 Assistant), 1183 (T-Mobile Assistant), 1230 and 1240 (breakdown service for drivers) etc.

OK, maybe I should write down famous three digit numbers:

    155 - first aid (medical)
    150 - firemen
    158 - state police
    156 - city police

112 - new, universal number for all these services

Btw., 112, together with 911, are two number which can be usually called from most mobile phones even if it's keyboard is locked.
