'tohle zmostvi je navratny nebo ne?'

correction and feeback is both welcome and expected as I know the sentence I just spit is grammatically incorrect.

Here, I'll try as well just to spark up some interest. I'm confident mine will be wrong:

Řekní mí prosím, množství je proplatitelný?

Nice you yourself try to translate it, but a context could be more helpful.
Do you think amount of money?

Do you think something like this?

Dej(te) mi prosím vědět, je-li následující záloha vratná.
=
Please let me know if the following cash advance is refundable.

To be honest, I'm not sure of exact meaning of milton's reimbursable.

Your proplatitelný means cashable.

It also depends on context. Smluvní (= contractual), ochodovatelný (= marketable), převoditelný (= transferable, convertible), schůdný (= passable)... No universal word for it.

Hi WER.. no the context of the questioning I'd like is more like this:

I want to be able to ask the payroll dept in my company to reimburse me for the 91 EURO incurred when I paid for my work VISA at the window of the Czech Embassy.

In this case you can use dzurisovak's proplatitelný.

Dejte mi prosím vědět, je-li následující výdaj proplatitelný.

Or more wordy version:
Dejte mi prosím vědět, zda(/pokud) mohu žádat náhradu za následující výdaj.
Please let me know whether(/in the case) I can demand a reimbursement of following cost.
