Question about affection

A friend told me that when in Czech Republic there's a boy/man that likes for any reason a girl/woman and he doesn't know her, he follows her to her house and when she notices that he's following her she has to let him pass into the house she likes him or not.

How true is that??? :?

More probably, when she notices that unknown man is following her, she will call police

Having just been captured by a Czech man the story does sound fairly realistic though. 8)
