Poorest Part of Czech Rep?

I actually meant it in the context of the attempts at starting a VAT in the U.S. Back about 10-12 years ago, it was marketed to the public as a way to make businesses, rather than buyers, pay sales tax, as if real costs wouldn't trickle down to the consumers anyway. :roll:
