Can any one explain to me the use of the word "bývá" or the verb bývat?

For some reason is isn't in my dictionary (Fronek).

    Dekuji za pomoc.

"Bývat" is the repetitive form of the verb "být" = to be.

E.g. "V neděli bývám doma" = On Sundays, I am usually at home.

    Correct is:
Učím se česky už od května. Líbí se mně (mi) to.

Well, you should choose just one - either mně or mi (both words mean the same = dative , ie. 3rd case of the pronoun já). So it can be "Líbí se mi to" - commonly used - or "Líbí se mně to" - correct as well.
